BIOGRAPHY

Terry Croy Lewis is the executive director of the Colorado Charter School Institute (CSI), the only statewide charter school authorizer in Colorado. She actively contributes to state and national education initiatives, serving on the National Association of Charter School Authorizers (NACSA) Strategic Advising Council and as a board member of both the Colorado Association of Charter School Authorizers (CACSA) and the American Academy of Liberal Education (AALE).

A committed advocate for state education policy, Terry works closely with legislators, policymakers, and education leaders to shape policies that support high-quality charter schools and equitable access to education. She regularly testifies before the Colorado General Assembly, helping to drive reforms that expand school choice, strengthen accountability, improve authorizing practices, and ensure equitable funding for charter schools.

Before joining CSI, Terry served as vice president at the Colorado League of Charter Schools. She also co-founded High Point Academy (HPA), which opened in 2006, and led the school as its executive director/principal for eight years. Prior to HPA, she played a key role in developing several other charter schools across Colorado. The first charter school she helped establish was Platte River Academy, which opened in 1997.

With extensive experience in the charter school sector, Terry has worked in urban, suburban, and rural communities, holding roles as an authorizer, founder, school leader, governing board member, and consultant. She earned a doctoral degree in Rhetoric and Public Address from the University of Maryland and has taught at universities in Colorado, Maryland, and Illinois.
Terry and her husband, Chris, have six children and two grandchildren. Their youngest attends the Savannah College of Art and Design and competes as an equestrian, keeping them busy at horse shows. They also enjoy hiking throughout Colorado and visiting National Parks.
